Sir,

I have the honour to inform you that Dr. A. R.

Wellington,C.M.G., Director of Medical Services, Hong

Kong, will retire as from the 7th November, 1937, on

attaining the age of sixty.

2. Although I shall no longer be in my present appointment at that date I feel it my duty to submit

my opinion, with which Dr. Wellington agrees, that

there is no officer of the Hong Kong Medical Services

whom my successor would be in the least likely to find suitable to take Dr. Wellington's place.

Deputy Director, Dr. D. J. Valentine, is a reliable and satisfactory Deputy and is well enough qualified,

but he has not that drive and personality which I

consider necessary for the administration and

leadership of an important department. He would

carry on the work but he could not carry it forward.

Dr. J. T. Smalley has recently been passed over for

the Deputy's post, and is already in his fifty-fifth

year. Dr. G. W. Pope has in his present appointment of Health Officer reached the limit of his capacity, and below him come officers who are too junior for

consideration in the present connection.
